Complex EU and Irish regulations putting strain on Ireland's financial firms, data shows

The Compliance Institute Survey 2025, published by Irish regulatory and business ethics body Compliance Institute, reveals that almost 80% of firms in the Irish financial sector crave clearer compliance guidelines from regulators.   

Compliance rules changing too quickly 

Citing the scope and complexity of existing Irish and EU guidelines regarding financial compliance, close to six in ten of respondents to the Compliance Institute Survey 2025 said they struggle to keep pace with regulatory changes and the challenges the breadth of rules pose.  

The survey harvested responses from 150 compliance experts across Ireland’s financial industry. It found that 58% of respondents felt that regulatory framework changes placed a strain on their expertise, time and operational focus. Other common issues were those pertaining to compliance with the Digital Operational Resilience Act (43% of respondents cited this as a challenge), managing the threat of cybercrime (37%) and interpreting and navigating upcoming EU regulations on AI adoption and deployment (35%).

In all, 77% of those surveyed asked for clearer guidance and coordination from regulators, while 70% would welcome specialized training and support to help them with their compliance obligations
