The above requirements are regulatory obligations in North American countries. First of all, the subscribers must store the emergency address in the Location Data Retrieval Database (LDR) that is contacted by the Public Safety Answering Point (PSAP) in case a 911 emergency number is dialled for emergency centres fielding police, fire or ambulance calls.

Additionally, the subscriber has to accept the Terms & Conditions related to usage of the new service. The VoWiFi service can be launched once the subscriber gives full consent.
An Entitlement Server offers flexibility with the definition of which devices are eligible for VoWi-Fi service and setting up the roles for each country related to capturing emergency addresses and accepting T&Cs.
