Recently, more and more Mobile Operators are offloading their voice traffic to Voice over Wi-Fi (VoWi-Fi) to improve coverage by using internet providers' networks available in home, office and public spaces.

However, there are some constraints related to offering this service:
A Carrier is losing localization of the device while using VoWi-Fi service. Therefore, it’s necessary to provide the emergency address of a subscriber manually before enabling VoWi-Fi.

The above requirements are regulatory obligations in North American countries. First, the subscribers must store the emergency address in the Location Data Retrieval Database (LDR) that is contacted by the Public Safety Answering Point (PSAP) in case a 911 emergency number is dialed for an emergency center serving all police, fire brigade or ambulance calls.

Additionally, the subscriber has to accept the Terms & Conditions related to usage of the new service. The VoWi-Fi service can be launched once the subscriber gives full consent.
Entitlement Servers offers flexibility with the definition of which devices are eligible for VoWiFi service and setting up the roles for each country related to capturing emergency addresses and accepting T&Cs.
